Hi Team,

I do not have any Oracle certification, and planning to take 1Z0-072.

Please confirm if 1Z0-071: Oracle Database SQL is needed before 1Z0-072: Oracle Database 12cR2 Administration.

You can take the exam any time, but they won't give you the certificate unless you have already done your OCA exams.

You can't buy dumps, because they are illegal. You can buy various books that will help you prepare for the exam, though some (probably all) have not been updated for 072 from 062. For example, this is the one I wrote,
